Starting February 1, Rawalpindi will introduce a helmet mandate for both motorcyclists and their passengers. Chief Traffic Officer Beenish Fatema confirmed that the new rule aims to enhance safety on the roads and reduce fatalities caused by motorcycle accidents.
Under this initiative, both riders and passengers will be required to wear helmets while riding in the city. Failure to comply with the rule will result in a fine of Rs. 2,000, and offenders may have their motorcycles impounded.

The move is part of a broader push to improve road safety and protect citizens from avoidable injuries.
This regulation follows a similar initiative in Lahore, where wearing helmets has been made mandatory for both motorcyclists and passengers. Lahore Traffic Police DIG Muhammad Athar Waheed emphasized that passengers are equally at risk as riders, and therefore, they too need protection.
The enforcement of helmet use in Lahore has already shown positive results, with reports indicating a 26% decrease in motorcycle-related deaths in areas where the rule is followed.
To ease the transition, female passengers will be granted a one-week grace period before the rule is enforced. This grace period is designed to give them time to adapt to the new regulation.
Authorities are hopeful that these measures will foster a culture of responsible riding while significantly improving overall road safety. The regulation is expected to contribute to lowering the number of road accidents and fatalities in Rawalpindi, making it a safer place for all road users.
